Streetscape Project Update:
As you are aware, the Village of Capac received a congressional earmark of $1.5 million from Congresswoman Lisa McClain on behalf of the federal government. We are thankful to Congresswoman McClain for funding our project!
A few notes:
Securing funding for this type of project is extremely challenging. All municipalities throughout the entire Country seek funding for roads/infrastructure. And yet, Capac was one of the very few to receive this funding.
Planning for streetscapes typically takes 5-10 years of planning and securing funding before construction can begin. We consider a range of factors, including design, underground infrastructure, drainage, elevations, parking, business interruption, staging, temporary parking, and public safety, among others, before final project approval.
Village officials understand the urgency of the project; however, we will not compromise the outcome by rushing the project without conducting due diligence on all aspects of the project.
When municipalities receive funding from the Federal government, they are required to follow several extensive federal guidelines. Since May of 2024, Village officials have been working with HUD to meet their funding requirements. One of those requirements of many is SHPO approval. Although it was later than anticipated, the Village of Capac has just received approval (August 14, 2025) from SHPO to move forward with the project.
The Village has now finalized the paperwork for HUD, completed all requirements, and is awaiting on HUD's approval. Once approved by HUD (hopefully within the next few weeks), we will then proceed with designing the streetscape. The design process will take approximately 2 to 3 months. We will provide opportunities for and encourage input from the public, business owners, the DDA, and other stakeholders throughout this process. We will conduct meetings/surveys as necessary to ensure that all questions are answered, and we will design the best product possible within budget.
The goal is to go out to bid on the project before the first of the year and start construction soon after. We look forward to starting this project and can't wait to see the final product soon. We also appreciate your patience during this process and look forward to hearing from you as we design our new streetscape for downtown Capac, which we will enjoy for many years to come.
